Wim Duisenberg, the president of European Central Bank, criticized the budget policies of both the U.S. and Europe. Duisenberg said rising budget deficits could hurt prosperity in the future.

ECB chief to wait for successor

European Central Bank's president, Wim Duisenberg, will delay his planned retirement until a replacement can be found. Duisenberg had planned to retire in July 2003.
