Serbian leader Radovan Karadzic claims after a peace treaty is established refugees can return home, but the civil war, based on ethnic hatred, has displace about 40% of the population of Bosnia Herzegovina. Muslims are unlikely to return to Serb or Croat controlled areas.

Getting rid of Karadzic

Article Abstract:

Karadzic has been thwarting UN efforts to unseat him from power, and the West should not relent until he is removed. His presence as leader is a breach of the Dayton peace agreement and means continued effort by Serbs to reintegrate Bosnia.

Peace negotiators David Owen and Cyrus Vance have proposed dividing Bosnia into regions with some autonomous government. However, Serbian leader Radovan Karadzic has rejected the proposal, insisting Bosnia be split into three nations.
