City may pass up windfall

Article Abstract:

Hong Kong's Office of the Telecommunications Authority must decide how it will allocate the four to six new licenses for the next step in mobile radio. The so-called "G3" licenses could be auctioned or could be awarded according to a review of business plans. Leaders say they want the best telecommunications service, not just the service with the most money, but Hong Kong could possibly eliminate its entire budget deficit with the auction funds.

Business survey reveals concerns about competitiveness

The Hong Kong General Chamber of Commerce's survey of chief executives reveals continued optimism regarding the economy, (1% to 4% expansion anticipated), while international competitiveness remains a problem. Quality of education, environment, local government and the cost and quality of skilled labor top the list of key concerns.

Foreign firms spend heavily in race to train staff in China

Article Abstract:

Foreign firms such as Motorola Inc, which have operations in China, are investing considerable sums in management training programs to keep competitive. The telecommunications firm spends some $4.5 million a year in training courses for its staff at Beijing and Tianjin which include time-management and organization and communication skills. However, some foreign consultants are criticizing the management training programs because of their ineffectiveness in addressing the lack of interpersonal skills in Chinese executives.
