Grace under pressure: illegal structures threaten Hanoi's heritage

Article Abstract:

Houses built haphazardly or in open defiance of local building codes and regulations threaten Hanoi's beautiful architecture and, in some cases, public safety. The first related scandal involves houses built on or near the dyke protecting the city from the Red River. The city has forced building owners to demolish those within five meters of the cracking dyke to make way for repairs, but hesitates to enforce the full 25-meter clear zone. The chief architect's office says it lacks both inspectors and funds to do its job.

Article Abstract:

Foreign investors can now own 100% equity in select investment projects through Indonesia's new foreign investment policy. However, critics doubt the policy's effectiveness in attracting foreign investors given the US$50 million project capitalization requirement. Also, Indonesia would have to build more infrastructure to support investments in rural areas where it needs development projects badly. Indonesia's liberalization of its investment policies is brought about by the economic changes in other Asian countries.

For better or worse: Vietnam gives wary welcome to the Internet

Article Abstract:

Vietnam is taking cautious steps to organize national access to the Internet, a global set of electronic services available to computers. Few in the country have taken advantage of the limited access now available, largely through the Vietnam Academic, Research and Education Network. The government plans to establish a single gateway for the country but has not said what that will mean for existing links. Such a gateway would probably operate through the US, Australia, Russia, or the Netherlands.
