Greater expectations

Article Abstract:

India is holding a general election in Sep and early Oct 1999 and the main blocks are Congress and the Bharatiya Janata Party (BJP). Economic reform has been slow, but there is agreement that reform is needed. Economic growth can be sustained at a higher level due to reforms already carried out. There is a need for a stable majority. The government will have to be determined and bold, and this is more likely if the government is less worried about its majority.
