Help wanted: one government

Article Abstract:

The government of Haiti is hit by paralysis, with six cabinet posts vacant and the budget for 1997 to 1998 not yet passed. Unemployment is at 60% and inflation at 17% according to official data. Violence, crime and corruption are problems. Foreign donors have delayed providing aid due to lack of trust in the government. The US is concerned about trade in drugs which passes through Haiti. This is one flourishing economic activity in Haiti, so there may be little incentive to control it.

Not quite normal: Haiti

Article Abstract:

Intervention by the US and the United Nations has brought hope for the future for Haiti, but donor countries are becoming nervous as Haiti is moving slowly in reducing civil service and on privatization. However, perhaps the greatest need is increasing the country's production.
