Innovative financing of Mauritian power project

Article Abstract:

Harel Freres and Societe Industrielle Pour le Developpement de L'Energie Charbon et de la Cogeneration are the main sponsors of the Belle Vue power project in Mauritius. This is the first limited recourse financed project in Mauritius. The financing of the scheme was arranged and underwritten by Sumitomo Bank, with the deal being made up of a combination of local and international debt. The scheme is also the first to be implemented under Mauritius's new BOO/BOT legislation, contained in the Concession Projects Act.

Beijing aims to test the Laibin B model

Article Abstract:

China is offering a second build-operate-transfer project similar to the Laibin B contract awarded in November 1996. This second project, the Hunan Changsha Power Plant, is intended to meet an annual electricity shortage of 300 to 400 kilowatts in Hunan province. About 45 companies, mainly from outside China, have taken up qualification documents and those which meet the criteria will be able to submit formal bids in March 1997. Details of the financing of a Shanghai power project are also included.
