Miralles' parliament victory gets a Scottish welcome

Article Abstract:

The Scottish selection panel has chosen Spanish architect Enric Miralles to build Scotland's new parliament building. Scottish architects generally approve of the choice, but continue to express concern about the site. Miralles' proposed design resembles a series of upturned boats. Some Scottish architects consider it to be a bold design, whilst others feel that it is rather obvious and hope that it will evolve during the design period. Miralles has to ensure that the 50 million pounds sterling building is finished by late 2001.

Public buildings should be a labour of love, says MP

Article Abstract:

Denis MacShane, Labour MP, has criticised the way the government treats and commissions public architecture. He wants to see more competitions and the creation of an 'Ofarch' to set standards. He believes that flat fees for design should be introduced rather than a percentage of final costs. He also feels that good design should be the first rule for public bodies and ministries, rather than an add on extra. He has accused the Ministry of Defence for awarding some contracts based on speed and cost.
