On planning a forest

Article Abstract:

The project to create a 'National Forest' in the North Midlands of England is an interesting study of strategy and planning and how it is affected by the prevailing political culture. The proposed Forest differs from other rural designations such as National Parks because it is not a case of preserving or expanding a forest, but creating one. The site chosen for the Forest covers 194 sq miles and is a diverse area with six distinct regions. 'Planning' has consisted mainly of building popular support and developing an incentives scheme, but farmers have proved reluctant to plant trees.

The new National Forest

Article Abstract:

The planning of the new National Forest in the Charnwood-Needwood region of the East Midlands, England, went through numerous stages following its conception in 1987. The Countryside Commission introduced the idea of a new forest which would have positive implications for employment in the area, provide outlets for recreational activities along with benefiting the environment. The Commission was able use the Governments's interest in the environment to give impetus their plans and provide funding. Some groups were initially opposed to the scheme but the public were always supportive.

New Towns, sewerage and the allocation of financial responsibility

Article Abstract:

The allocation of development costs for new town infrastructures has been the source of misunderstanding and friction between local and government bodies. Sewerage and treatment facility costing exercises and their associated problems are reviewed for new town developments such as Welwyn Garden City, Hatfield and Harlow.
