Article Abstract:

Architects and other advisers should see consultation with a planning authority at an early stage in the formation of an application as normal procedure. Area planning officers should be familiar with a site and policies relating to it. England and Wales have a lower approval rate of planning applications than Scotland, although the percentage being decided within eight weeks is similar. A new DoE guide to the TPO system incorporates advice relating to tree-preservation orders with regard to planning applications.

Local authority associations in the UK, in an attempt to guide party policies before the general election, have produced a consultation paper entitled The Future of the Planning System. The National Planning Forum has considered a draft copy of the document and revised elements which will be included when finally published.

A new circular 15/96 on planning appeal procedures emphasizes the need to speed up the system and cut costs and delays, while attempting to promote best practice. The circular also seeks to eliminate repeated and irrelevant evidence during inquiries. This circular is seen to be an excellent, helpful and comprehensive guide.
