Surabaya has all the luxury hotels it needs, but not enough upscale guests to fill them

Article Abstract:

Surabaya, Indonesia, has a large number of luxury hotels, a product of a recent boom in high-end properties. However, these hotels are suffering low occupancy rates despite the substantial increase in the number of visitors to Surabaya. Analysts attribute the problem to the fact that Surabaya is a manufacturing hub that tends to attract budget travelers rather than moneyed tourists and businessmen.
