Russia and America try to make up

Article Abstract:

Russia's prime minister, Sergei Stepashin, has visited the US, and meanwhile, the International Monetary Fund (IMF) has agreed to a loan of $4.5 billion for Russia. The visit was brief, and few issues were discussed, though there will be a resumption of arms control talks. The US has become less confident about Russia's ability to carry out economic reforms, while Russia is concerned that the US gave little weight to its views in the conflict in Yugoslavia. The Clinton administration has pressured for the IMF loan which will help Russia to repay previous loans from the IMF.

Strobe Talbott, deliverer of Russia

Article Abstract:

Strobe Talbott is a Russophile, though he is realistic about Russia, and sees that country as having potential for both good and evil. He is patient and argues that it is worth investing effort into the integration of Russia into Europe. His abilities were tested in a crisis relating to Kosovo, Yugoslavia, after news that Russian troops were moving through Serbia to Kosovo. The Clinton administration has aided Russia in exchange for relative diplomatic peace and some apparent effort at nuclear disarmament, but this policy could break down.
