Article Abstract:

Social insurance involves large amounts of public spending and is likely to be affected by an ageing population. There are economic benefits to social insurance, but there are also costs, which should not be permitted to increase to levels above the benefits. Tax and social insurance policies affect behavior, and low taxation of older people is linked to their high participation in the labor force in Japan. Pension reform is the easiest part of welfare reform to tackle.

The collapse of Enron highlights the dangers of US company pension funds investing heavily in their own shares. Many major employers have at least three-quarters of their 401(k) plans invested in their own shares. Staff are often encouraged to invest in their firm's shares.

A model shows its age: pension reform

Article Abstract:

Chile reformed its pension system in 1981, requiring citizens to save for retirement rather than funding pensions through taxpayer contributions. The plan, which requires workers to contribute 10% of their earnings to a pension account, has not worked as well as expected.
