The Federal Reserve Bank of Philadelphia has ordered debt-reduxtion and fund-raising for USABankShares.com, a Philadelphia bank which tried become an Internet-based financial institution. The bank has lost about $4 million but still has $20 million in capital and is not in danger of going out of business.
