Problems of Accountability

Article Abstract:

Accountability is a fashionable word today, easily tossed about, but not so easily defined or measured. It is best understood using the context of a contract developed between a principal and agent. In some cases this a vertical relationship and clearly defined. In others it is horizontal or convoluted and more complex. Their are four aspects of accountability that need to be clearly identified in every principal-agent contract. Often, accountability in the public sector is not of a financial nature. New effort is required to be more specific, define objectives, and place less emphasis on financial accounts when dealing with accountability.

The ASC and the Public Sector

Article Abstract:

The Accounting Standards Committee's Public Sector Liaison Group has been set up to research and develop accounting standards for the public sector in Great Britain. Statements of Standard Accounting Practice (SSAPs) are used in the private sector. The public sector is encountering criticism. Arguments exist for adopting the private sector's standards or starting from the beginning. There are a wide variety of areas in the public sector; many are different from the private sector. The five terms of reference for the liaison group are listed. The appointees are listed.
