Young leaves staunch record of cost cutting as Etter is named

Article Abstract:

A changing of the guard will see John Young handing over his responsibilities as assistant secretary of the Navy for research, development and acquisition to Delores Etter of the US Naval Academy. Young was the Navy's preeminent policymaker and a committed trimmer of costs and Etter will have to continue his work of acquiring the necessary equipment for the Navy and Marine Corps at a time of increasingly tight budgets.

CNO says LCS cost increase doesn't breach lawmakers' cap

Article Abstract:

The cost of the basic Littoral Combat Ship (LCS) has gone up to US $260 million, a $40 million and 18 percent increase. According to US Chief of Naval Operations, Adm. Michael Mullen, $13 million of the increase is due to inflation and the remaining of the $40 million increase is permissible under the conditions of cost-cap.
