Open Verdict

Article Abstract:

An investigation conducted by the Health and Safety Executive (HSE) into accidents involving people falling out of open doors on British Rail trains in the United Kingdom has determined that maintenance and installation of handles and locks was sometimes a contributing factor. However, most accidents had resulted from misbehaviour or consumption of alcohol, an HSE report stated, backing a previous claim by British Rail. While British Rail has been told to deal with the problem, a controversy has arisen over the report, with a television programme arguing against the HSE's conclusions.
