Article Abstract:

David Chidgey, formerly a civil engineer, is the Labour Democrat's member of parliament representing Eastleigh, England, and is expected to be safely reinstalled in the May 1997 general election. Chidgey, aged 53, was a successful civil engineer for over 20 years and only became interested in politics when he was 40, whilst working in Guinea, West Africa. The political issue in which he believes most strongly is investment in public infrastructure and he is highly critical of the government's private finance initiative.

Many of Scotland's housing estates were poorly built and under maintained, and local authorities can not undertake any more renovations and new building work because they have a budget deficit of 4 billion pounds sterling in 1998. Private companies are being encouraged to assist regeneration under the Labour government's New Housing Partnership Initiative, which was established in Dec 1997. The initiative has a fund of 35 million pounds sterling to offer grants to private firms who undertake regeneration work.

Article Abstract:

The role of the planning lawyer has changed dramatically over recent decades, according to law firm Herbert Smith's head of property department Garry Hart. He feels that a consensual approach is now emerging after a period of conflict between developers and local authorities. He is particularly keen to make a positive contribution to planning, and finds it very enjoyable to be involved in the creation of something which links the past and the present and creates something for the future.
