Does rate case fit USPS' strategic direction?

Article Abstract:

The rate filing of the US Postal Service (USPS) has started a regulatory process that concludes with a rate-increase recommendation from the Postal Rate Commission (PRC) by 2001. Four primary areas are covered in the PRC's review process. These are USPS' revenue requirements, costing, pricing and rate design. Revenue requirements is most important issue to be deliberated upon by the PRC in the USPS' rate filing. Specifically, the postal service would be asked how much additional revenues it needs to break even.

Will the USPS protect first-class mail?

Article Abstract:

The US Postal Service may be thinking that its First-Class mail service is immune to competition as can be seen from its advertising campaigns. If this is the case, USPS may be surprised one day as alternative services appear to be eating into the USPS' share of the First-Class market. One indication is that First-Class growth has decelerated to around 1% annually.
