Labour's conciliatory tactics

Article Abstract:

The UK government plans to make changes to the rules relating to compulsory competitive tendering (CCT) in local government. It aims to limit the cost of local services by involving the private sector, as does CCT, but also hopes to give local authorities more control over how the scheme which will replace CCT is run. Local authorities will be able to place more emphasis on quality, rather than being under strong pressure to accept the lowest bid for tendered work. Some observers believe that the interim changes which will take effect from Oct 1, 1997, will give local authorities enhanced opportunities to stop private consultants entering the public sector.

Article Abstract:

Royal Holloway College in London, England, has used passive ventilation as part of its aim of making its new 2.65 million pounds sterling language centre an environmentally-friendly structure. Engineering firm Fulcrum Consulting was responsible for the idea of exposing the ends of the building's conventional hollow-core concrete floor to cold night air, thus allowing air to enter the floor slab. The building is then cooled during the day by the cold slab. A series of vent flaps linked to each of the building's 129 offices cover the end holds of the concrete flooring slabs.

Article Abstract:

Drake and Scull Project Director for the Jubilee Line Extension Chris Raven has faced some difficulties managing the 1,000 workers on site, including strikes. He has been surprised at the media interest in the project. McAlpine Laing Project Director for the Millennium Dome Bernard Ainsworth suggests he has found the project less stressful as all the contractors have supported each other. Mace Project Director for the London Eye Tim Renwick points out having a very strict deadline for completion has increased pressure for him and his workers.
