New year brings new political landscape

Article Abstract:

New 1993 developments in the manufactured homes industry are presented. Housing and Urban Development programs include the proposal to discontinue public hearings on law-enforced programs and the establishment of the Regulatory Reform for Affordable Housing Information Center. New rules also include the revised implementing rules for the Real Estate Settlement Procedures Act and the ban on the use of removable transformation frames for manufactured homes. Other industry issues are Dade County Council's issuance of replacement permits for hurricane-damaged houses and the jurisdiction of the Fair Housing Act over homeowners insurance.

Appeals court reverses roof pitch decision

Article Abstract:

Manufactured home owners in Spalding County, GA would have to comply with the district's 4/12 roof pitch restriction policy after the 11th Circuit US Court of Appeals affirmed its legality and validity. The high court ruled against the Georgia Manufactured Housing Association by establishing that the ordinance was issued to promote aesthetic compatibility and not lessen the number of manufactured home units in the state. The three-judge panel further argued that the ordinance does not preempt the provisions of the National Manufactured Housing Construction and Safety Standards Act.
