Opening fire

Article Abstract:

The new fire regulations coming into effect on Jun 01, 1992, may be pushed out by rules imposed by the Loss Prevention Council, which is supported by large numbers of insurance companies. This may in turn cause conflict between developers and insurers, with the latter, under the Council, putting forward new fire regulations which could add 5% to construction costs. Developers not meeting the insurers' conditions could also find themselves unable to get insurance. The insurance industry argues that new standards will help it reduce its 750 million pounds a year losses from fires in commercial buildings. The reaction of the construction industry is discussed.

Fire bombshell

Article Abstract:

The new Fire Precautions regulations are due to come into effect on 1 Jan 1993. The regulations are being criticised for being non-viable and too strict. An estimated 1 million premises, such as hospitals, schools and small business premises will have to have fire certificates. Work undertaken to comply with the new regulations could include major structural alterations, such as widening escape routes and shortening escape route distances. An estimated 8 billion pounds sterling government contribution will be needed.

Article Abstract:

Architects and fire engineers are critical of the Loss Prevention Council's 'Code of Parctice for the Construction of Buildings' which was published in Feb 1992. The Code is not a legal document but could affect insurers attitudes towrds buildings. It disagrees with the 1992 Building Regulations on fire prevention. This is likely to cause confusion and could make architects open to liability. The Code is also criticised for being out-of-date and unworkable in modern buildings.
