The lottery victims

Article Abstract:

A number of projects which were supported by the UK National Lottery have failed to pay their contractors leaving them with large outstanding debts. Some of the projects have not been as popular with visitors as predicted and have had insufficient revenues to pay the contractors. Other projects were not completed after design work has already been carried out. The clients are not obliged to reserve some of their funds to pay contractors yet if the project fails they often have few assets. Some industry observers suggest money for contractors should be placed in a separate fund.
