Article Abstract:

From April 1 2000, local authorities will be required to buy construction services on a best-value basis. The move will enable partnering, prime contracts, and long-term deals, and is a departure from the traditional lowest price basis. Hackney council, which has a 80 million pound sterling annual budget for repair, refurbishment, maintenance and some new building, is already preparing for the introduction of best value.

Specialists oppose 'onerous' government subcontract

Article Abstract:

The UK Constructors' Liaison Group has expressed concern about the terms of a new contract produced by Property Advisers to the Civil Estate in cooperation with the Construction Confederation. This is a subcontract form and is an element of the GC/Works suite. The Constructors' Liaison Group believes that the form imposes an unacceptable burden of risk on specialists and will increase the cost of the construction process. It has a number of objections, including the fact that the specialists' 12-month liability starts when the entire project is completed, rather than when its package is finished.
