Article Abstract:

The success of the Republican Party in the congressional elections in 1994 will lead to a change in government education and training programs with a consolidation of vocational education programs into 'block grant' as proposed by the Republican CAREERS bill. This bill will also introduce some funding cuts in programs for vocational education and is supported by the education department and education officials. The new Congress will decide on either consolidating Perkins Act programs or bringing about a merger of job training and vocational education programs.

The standard approach

Article Abstract:

The move to develop a national entry-level skill standards for almost all types of professions in theUS is gaining momentum. Proponents of national skill standards see it as a means of improving and maintaining the competitiveness of the American workforce. Nationally recognized skill standards have existed for many years, but these have been applied only on a voluntary basis. The history of the national skill standards movement was presented. The benefits of adopting a national skill standard was also discussed.

Roots of reform

Article Abstract:

The US has been experiencing an intensification of reforms in national education goals. A sense of mediocrity in the American education system has spurred the government to institute reforms in state education systems. To achieve improvement in education standards and a highly-trained workforce, there have been proposals ranging from implementing national standards to establishing youth apprenticeships and school-to-work transition reforms.
