CPRE hears Labour's line on housing figures

Article Abstract:

Speakers at the 70th Anniversary AGM of the Council for the Protection of Rural England included Frank Dobson, shadow environment secretary. Dobson spoke of current housing levels, which will leave a shortfall of 1.7 million homes against the target of 4.4 million in 20 years. A Labour government would review current housing projections. CPRE president Jonathan Dimbleby claimed that housing projections would be a critical election issue.

Conditional means of solving land sale deals: developers buying land need planning permission, therefore contracts can be worded to make this a condition of sale

Article Abstract:

There is little incentive for potential developers to invest time and money in pursuing planning applications unless the land can be bought and developed if the application is successful. However a sale contract conditional on the grant planning consent could ovecome the problem. A conditional contract could define criteria to which future planning consent must comply to make development financially viable.

Guardians of the flame: energy efficiency in housing design could become an important determining factor in the granting or refusal of planning permission

Article Abstract:

The government is seeking improvements in housing energy efficiency to protect the environment and to provide affordable heat. A DoE circular calls on the use of the planning system to promote energy conservation by influencing housing type, location and orientation. Planning briefs can encourage developers to consider energy design.
