Choking on the loose noose of PPG13: technology and the government's draft guidance are not enough to stop traffic pollution, but traffic management can help to protect air quality

Article Abstract:

The UK government believes that vehicle technology improvements will be enough to achieve necessary reductions in emissions from traffic. However many environmental groups including Friends of the Earth and the National Society for Clean Air are calling for traffic reduction targets both nationally and locally, particularly in major urban areas. New traffic management guidance includes measures such as bus/cycle lanes and partnerships with public transport operators. It also gives prominence to mixed use development, and recognises the problem of private non-residential car parking.

Scottish retail guidance gives room for out-of-town plans

Article Abstract:

Scotland could see more retail parks under the terms of the new Scottish retail planning guidance, NPPG8. This document adopts a positive attitude to out-of-town developments, but also warns of the need for planners to control the range of goods made available and the size of such outlets. The guidance is extremely positive about food discount stores, in contrast to the view taken by many planners in England.

Government guidance...what guidance?: the government's guidelines on the establishment of new settlements is a complete shambles

Article Abstract:

The government should be more proactive and positive about the establishment of new settlements. Its 1988 Housing in Rural Areas: Village Housing and New Villages emphasised the modest scale of around 200-1,000 houses, although the revised PPG3 made no reference to strategic considerations. If larger new settlements are required the government must provide finance for local authorities.
