Article Abstract:

UK local government and planning policy were debated in Exeter, England, in summer 1995. Sue Essex, an urban planner and head of Cardiff City Council, is concerned about the reorganization of local government in the UK. Central government is increasing control of both policymaking and financial affairs of local government but other than that there appears to be little rationale behind the changes. Other issues tackled at Exeter included conservation and planning.

Planning law in practice: an update

Article Abstract:

The UK Private Finance Initiative provides a platform for private investment on public projects and is likely to remain policy after the general election. Planning bodies are warned to note differing objectives in private and public planning strategy. A number of other topics are discussed including planning appeal procedures and Circular 15/96, planning obligations with respect to Circular 16/91 and development plans.

Policy into practice

Article Abstract:

In May 1996, environment secretary John Gummer released 'Sustainable Settlements and Shelter: the UK National Report - Habitat II', which includes a summary of recent government action and initiatives relating to sustainable development. Other recent reports have promoted sustainable development in a variety of areas including waste management, transport, conservation, and environmental quality.
