Article Abstract:

There is little official guidance available for local authorities looking to establish positive cycling policies. However, local authorities can refer to a certain amount of expertise and good practice, often overlooked by mainstream planners. In most cases, an approach which mixes elements of segregation and integration will be most appropriate. There are many examples in continental Europe of successful schemes which have combined walking, cycling and public transport.
