External technology sought during complex transition

Article Abstract:

India has become more willing to accept external technology and direct investment. In the past, its attitude of self-sufficiency as a nation is reflected in technology and economic development, with its policy focusing on indigenous technology. The new approach toward technology is espoused by the Council of Scientific and Industrial Research, which administers most of the R&D activities in India. It is now adopting an innovative, entrepreneurial culture that would enable India to make the transition to an open technology policy a successful one.
