Quality, urban renewal and the future of town centres are significant issues towards achieving a better built environment. Quality concerns include efforts to improve design standards of new housing developments. Crewe and Nantwich Borough Council planners believe that the appearance of towns should not just be based on fashions preferred by developers, and Lancaster City Council has declared the West End area of Morcambe a renewal area following problems of urban decay and deprivation.

Enforcement workloads for town planners will get heavier in future due to public pressure, according to Gwilym Jones of Arup Economics and Planning. Throughout the 1980s, the number of enforcement notices and the percentage of people making appeals rose as time went on. LPAs must adhere to the right procedures and complete returns accurately.
