Techniques for administrative creativity in local government

Article Abstract:

Creativity in solving problems and implementing processes is the key for organizations to successfully adapt to changing conditions. Such administrative creativity can be exercised in four separate activities, namely, open communication about problems and solutions, developing consensus, initial implementation and planning. Contextual factors such as corporate culture and community conditions determine the ability to effectively use creative processes.

Partnership: a people process based on common sense

Article Abstract:

The Army Corps of Engineers advocates the creation of partnerships in the construction process. The Corps recognizes six elements that are crucial to partnership success, namely, leadership, innovation, jerk-patrol volunteers, bureaucracy busters, intelligent interpersonal risk taking and active interactive problem solving. The Louisville district in particular has been exemplary in managing partnerships.

Demystifying the local agency's process of consultant procurement

Article Abstract:

The procedure used by local government agencies to procure engineering consultancy services consists of the statement of qualifications, the request for proposal and the interview. Generally, most choose to work with consultants which know their client, provide a well-qualified team, integrate a partnering approach into a well-defined project plan and communicate effectively.
