Article Abstract:

The privatization of the city-owned utilities in Fairbanks, AK, was completed on Oct , 1997, but only after generating much political controversy. Opponents of the privatization challenged the privatization every step of the way, from the local referendum all the way to the federal governement. City officials, nonetheless, succeeded in selling the utilities to make the utilities more competitive and better managed.

Investment returns on floating-rate notes (FRNs) on the Eurodollar bond market, are marginal. In 1983, FRNs made up forty per cent of the new issues on the Eurodollar bond market. FRNs provide more of a liquid asset to investors such as banks than conventional loans. American savings and loan associations are beginning to invest in FRNs. The FRN boom may be short-lived.
