PAR--The report we love to hate

Article Abstract:

The Performance and Accountability Report (PAR) of a Citizen-Centric Government helps citizens to judge for themselves just how well their government is performing and managing resources is described. The AGA set forth a cooperative research project to determine the usefulness of PARs for the citizens, as well as ways to improve the reporting. 80% of the respondents thought the PAR had useful information, demonstrating accountability, but they preferred a summary of highlights document, editing the lengthy version, and making it available online.
