The new blue line: a police force in transition searches for leadership

Article Abstract:

The Los Angeles Police Dept (LAPD) faces the challenge of reform as it seeks for a leader to provide the necessary boost towards achieving its goals in the 21st century. The LAPD's image has been tarnished by criticisms about the way it conducts police work at the expense of civil liberties. One of the strongest blows to the police force was the controversial Rodney King beating, which resulted in the 1992 riots after the defendants were acquitted of all charges. These developments have paved the way for some changes in the LAPD, where focus has been given to community-based policing.

Regulation of multinational firms with two active governments: a common agency approach

Article Abstract:

The imposition of cost-based taxes and regulations on a multinational corporation by one government can provoke countervailing measures by another of the governments with which the firm interacts. Such a situation can be treated as a problem of common agency which would show that non-cooperative regulation of multinationals by different governments reduces not only the aggregate national welfare but also the firm's profits. Whether the firm submits the same cost report or different cost reports to each government is not a factor.

Regulation as a Maginot Line: Confronting the Technological Revolution in Telecommunications

Article Abstract:

The federal government should not use regulations alone to achieve its goals with regard to telecommunications. The revolution in that industry has rendered regulatory tradition somewhat ineffective. The regulatory system is not strong enough to handle the direction and the use of telecommunications.
