Article Abstract:

Central enforcement capacity if endogenous, will make inter jurisdictional competition to erode the center's ability to channel competition in welfare-enhancing directions. All this is explained with illustrations of cases from Russia, china and US in which such competitions are apparently encouraged, to help sub national politicians firms, to evade central taxes or regulation.

Article Abstract:

An affirmative action in a competitve economy is studied. However, the incentives to invest for agents in the discriminated group are improved by affirmative action, if the initial competitive economy is the most discriminatory equilibrium in the model without the policy.

A simple theory of the quality of elected officials in terms of competence and honesty is discussed. Investigation regarding the mechanism, that leads to selection of citizen of varying quality into political life is discussed .
