Workers' compensation gets no reform

Article Abstract:

California's worker's compensation insurance has become a bane to the state's economy and has not served the workers effectively. Employers complain that premium payments drain their financial resources while doctors, insurance companies, lawyers and labor unions enjoy the benefits at the expense of the employees. California Gov Pete Wilson has proposed to change the laws regarding workers' compensation but a close scrutiny of his plan showed that it was detrimental to workers and employers and served only the interests of his supporters. Meanwhile, relations between employers and workers remain under strain.

The painless tax

Article Abstract:

Local governments in five cities situated in Los Angeles county in California are relying on legalized gambling on card games to increase their revenues. For these communities, legalized gambling is the perfect solution to their lack of revenues without increasing the taxes they are currently charginglocal residents. There is no legal impediment to the establishment of gambling clubs in California because the state's Constitution makes gambling one of the revenue-raising options of local governments.

It's the structure, stupid!

Article Abstract:

Structural budget gap, which arises due to the gap between the revenue from the taxes and the state expenditure on services, can be fixed by cutting spending and raising taxes. The reasons for the annual budget deficits and the troubled financial situation due to increasing structural gap in a robust state like California are reported.
