States pave way on managed competition; several work on passing their own plans, say they can't afford to wait

Article Abstract:

State governments are beginning to implement managed competition health care reform systems because any national plan may take years to enact. For example, Florida legislation requires employers to insure all workers by 1995 or face a single-payer system. In addition, the state has instituted 11 community health purchasing alliances to provide bargaining power with insurance companies. In Washington State, a proposed bill would cap insurance premiums at the inflation rate. Plans in North Carolina and Pennsylvania are also discussed.

Asking voters about abortion

Article Abstract:

Proposition 110 is an Arizona anti-abortion initiative to be decided on in Nov 1992. The measure would ban abortions except in cases of rape, incest or where the mother's life is in danger. It would provide for the appointment of attorneys to represent the unborn and would prevent public funding of abortions. Because of dissension among physicians, the Arizona Medical Association has remained neutral on the measure. The dwindling number of abortion providers in many states, including Arizona, is also affecting abortion access.
