Is it illegal to involve employees in pay design?

Article Abstract:

A December 1992 National Labor Relations Board (NLRB) decision raises significant questions about the extent to which union employers can involve their employees in participative management of compensation initiatives. A committee may be seen as a union according to statute if if it is not officially organized as a union.
