Article Abstract:

This article provides the text of a speech given in May 2001 by Senator Carl Levin, of Michigan, regarding the Anti-Ballistic Missile Treaty of 1972, and threats posed to it by the National Missile Defense system's deployment and/or testing. Issues addressed include US national security and threats to it specifically from North Korean ballisitc missiles, the risks of unilateral withdrawal from the treaty with Russia which could then develop and deploy countermeasures, lack of a treaty could encourage China to increase its nuclear arsenal; finally, Levin concludes that the expensive and questionable system would do more to damage security through unilateral rejection of the treaty than to provide any true defense, and should only be deployed under specific circumstances that includes the approval of Russia and China, and answers to the effectiveness of the system.

Should the United States contain China?

Article Abstract:

The Clinton administration's 1995 decision to abstain from the containment of China was a good decision, but analysis indicates that the reasoning behind the decision may have detrimental consequences. The situation required a strategy which incorporates military diplomacy, but the administration used an engagement theory of international relations. This policy does not take into account the security interests of the US and other countries in the region, and it weakens the long-term regional position of the US. The administration should reconsider its strategy.

Article Abstract:

Pres Bill Clinton's policy about ballistic missile defense was deferential to Russian priorities, downplaying the military threat and delaying deployment of missile defenses. Congress often disagreed with this approach, resulting in heightened awareness of this threat and increased appropriations, yet US security eroded for 8 years.
