A mudfight in same-sex research

Article Abstract:

The squabble between Stephen O Murray, who authored the book, 'Latin American Male Homosexualities,' and critic Roger Lancaster, who found it lacking in support from ethnographical materials, emphasizes the need for a more professional discussion of the obstacles to properly study same-sex behavior. These obstacles include the dispassionate work that some ethnologists have been churning out, their being unaware of the difference in the degree of openness of several types of cultural data, and the fact that many ethnographers are not in a position to study homosexuality, among others.

The growing authoritarianism of the Arafat regime

Article Abstract:

The Palestinian Authority of Yasser Arafat has largely abandoned political pluralism and adopted an authoritarian approach to consolidate its power. The political origins of such authoritarianism lie with the need to centralize power after a period of decentralisation. It is probable that authoritarian rule will endure if the Palestine Liberation Organization fails to achieve its minimum demands in the final-status negotiations with Israel. Such an outcome is unlikely to contribute to long-term peace in the region.

Of loans and results: elements for a chronicle of evaluation at the World Bank

Article Abstract:

Evaluation procedures go hand in hand with development policies/projects and public policies. The establishment of institutions devoted to impartial evaluations is historical in nature. The practice of evaluation by these institutions, however, raises difficult issues especially those about variables deriving from the aid institution itself. In this context, the World Bank and its Operations Evaluation Dept in relation to the institution's loan activities, their results and their evaluation are investigated.
