The revolution in military affairs: a German perspective

Article Abstract:

Technological innovations have consistently been applied for military purposes throughout mankind's history. Many times, in fact, new technologies have been developed specifically for military objectives. Thus, nearly all new technological capabilities have essentially spawned a new military option and simultaneously necessitated the creation of new procedures and concepts. An analysis is made of fundamental technological trends and what kinds of factors influence military applications of modern technology including their application to Germany's military position.

France's nuclear tests and Germany's nuclear interests

Article Abstract:

Germany needs to take a clear stand on its nuclear interests in the emerging geostrategic environment. It has so far failed to spell out its preference, which is evident from its ambivalent position on the French nuclear testing in the South Pacific during 1995. The absence of a clear position adversely affects the Franco-German relationship as well as Germany's effective participation in sustaining the NATO alliance. Since a unified European security system is unlikely to come by, Germany must maintain close cooperation with the US on extended deterrence.

This article examines the role of nuclear weapons in German politics, focusing on such issues as proliferation, arms control and missile defenses. The author discusses the reliance of Germany on U.S. extended deterrence, its own nuclear interests and the need to address these issues more explicitly.
