Disputing distributions in a shrinking commons: the case of drought in California

Article Abstract:

Research conducted in 1991 concerning how California water use patterns and water rates were affected by the 1980s drought show that municipal water rates increased as municipal users decreased their consumption. That water suppliers needed to increase rates despite successful conservation efforts shows that reforms are needed to equate water pricing with actual use. To do this, state agencies, and the Water Resources Conservation Board in particular, must change the inequitable allocation and price policies currently applied to municipal and agricultural water use patterns and enact regional management systems.

The big green military machine

Article Abstract:

The US Dept of Defense has become much more conscious of the environment and is working to clean up its own bases, but the costs continue to mount as Congress cuts funding for non-defense military spending. The 1995 DOD environmental budget was $5.4 billion, but total cleanup cost estimates range from $25 billion to $200 billion. The military hopes to have cleanup of all contaminated bases in process or complete by 2000, but most of its effort so far has gone into studies. Base conversion has also been delayed.

This bird has flown: the uncertain fate of wildlife on closed military bases

Article Abstract:

The author discusses the effect of military base closings on wildlife habitat. He also suggests ways that the Department of Defense and state and local governments can help ensure conservation of wildlife when such bases are closed.
