Shortage and tension on the Upper Rio Grande: protecting endangered species during times of drought - the role of the Bureau of Reclamation, a brief overview of relationships in the Upper Rio Grande Basin

Article Abstract:

The Bureau of Reclamation's role in water management events in the Upper Rio Grande Valley during the drought of 1996 is assessed. The Bureau was successful in a number of areas, including water delivery to irrigators and downstream users in New Mexico, river flow management, and resources planning for the next drought.

Contractual discretion and the Endangered Species Act: can the Bureau of Reclamation reallocate federal project water for endangered species to the middle Rio Grande?

Article Abstract:

Whether the Bureau of Reclamation has the authority to reallocate contracted San Juan-Chama water for the Rio Grande silvery minnow is discussed. The effect of the Endangered Species Act and of the and of the unmistakable-terms canon of government contracts construction are also discussed.

An analysis of the drought of 1996 in the Middle Rio Grande Valley of New Mexico

Article Abstract:

The 1996 water shortage in the Middle Rio Grande Valley of New Mexico is analyzed. The shortage may not have met the definition of a 'hydraulic drought,' but it did have a severe impact on the Rio Grande silvery minnow, which was designated as an endangered species in 1994.
