An overview is presented on the link between campaign contributions to county supervisors by real estate developers in Los Angeles County, California, and the encroachment of housing into the Santa Monica Mountains, which had been declared a national recreation area. Many contributions were found to have been made within days or weeks of key project votes; environmental impacts of the developments are also included.

An account of how an investigative team infiltrated and exposed a huge underground criminal enterprise that was bilking California taxpayers out of a billion dollars a year is presented.
