EC policymaking: the case of the "Television Without Frontiers" directive

Article Abstract:

The goal of the 'Television Without Frontiers' directive, adopted by the Council of the European Communities (EC) on Oct 3, 1989 is to coordinate laws of member states for transnational broadcasting. The Single European Act introduced cooperation between EC institutions and enabled the European Parliament to exercise substantial influence over the final form of the directive. Political compromise played a large part throughout the negotiation process in the suggestion of specific package deals through which member states gained leverage and backing for their positions.
