Forfeiture guidelines

Article Abstract:

The FCC moved to amend its Forfeiture Policy Statement in July 1997. The guidelines set forth criteria for adjusting forfeitures higher or lower, but the FCC retained discretion to apply sanctions as it sees fit in specific situations. A 1994 court ruling vacating the Policy Statement returned the policy on forfeiture amount determinations to a by-case basis and required the FCC to put out the Policy Statement for comment. The background history of the forfeiture policy and an amounts schedule are also presented.

Regulatory fees

Article Abstract:

New regulatory fees designated by the Federal Communications Commission are slated for filing Sep 14-18, 1998. Fees for radio stations depend on the station class, type of service, and service population. Television fees vary according to to UHF or VHF status and the size of the station's service audience. Tables with station designations and fee schedules are provided.

Political debates

Article Abstract:

Radio and television station owners are subject to specific regulations when broadcasting debates between political candidates. Issues to be addressed include on-the-spot coverage exemptions, live event qualifications, equal opportunity requirements, sponsorship and censorship. Decisions to delay broadcasting of a political debate may trigger the equal opportunity rule.
