The bumpy road to regulation: achieving editorial freedom in broadcasting and cyberspace

Article Abstract:

It is very clear that the Federal Communications Commission (FCC) is set to be scaled down, and will therefore be less able to regulate news and public affairs programming. The only area of uncertainty is how long it will take for this process to happen. FCC Chmn William E. Kennard has emphasized that the FFC has decided not to deal with regulation of the Internet at present, but some Congress members wish to ensure that the FCC will not obtain statutory authority to regulate the Internet. There is likely to be continued controversy regarding the regulation of broadcasting and the Internet.

A taste of freedom in Russia: journalism between the past and the future

Article Abstract:

The history of the magazine Ogonyok (Small Fires) can be seen as representing trends during Soviet and post-Soviet journalism. In 1989, at a time when this magazine was maturing, Soviet journalism was characterized by a change in both the types of articles being written and the principles of journalism itself. There was a move from publishing on the basis of the Soviet model to new approaches. Within Ogonyok, investigative journalism became a significant feature. Changes in tone in this magazine reflected the first moves towards a free press.
