Italian officials have identified anarchist terrorism as the most significant domestic threat to their country's security, with militants focusing their message, around the themes of 'repression and the environment. The anarcho-insurrectionalist sector extremely fragmented and lacking in rigid organizational structures, continues to base its offensive capacity on the activities of small groups, or even single individuals who act in the context of a pre-planned campaign of struggle.
