Article Abstract:

New intelligence has raised concerns in some states that the People's Republic of China's international spying network may be larger and more penetrative than previously believed, but there is limited evidence regarding the scale of such activities. Chinese citizens studying and working overseas are under suspicion and given the highly politicized nature of debate concerning the China threat, it is better to treat the new bout of Chinese spy revelations with some caution.
